I. Professional Profile
Niko Keburia is Senior Counsel at TB Legal, with more than 10 years of experience in legal practice and the protection of clients’ interests. He joined the TB Legal team in 2024.
His principal areas of practice include immigration law, family and inheritance law, and litigation and court representation. Throughout his professional career, he has advised both individuals and businesses and has developed extensive experience in dealing with public authorities, administrative procedures, and a broad range of legal disputes.
One of the key strengths of Niko’s professional profile is the combination of private legal practice and substantial public-sector experience. His longstanding work within public institutions has given him practical insight into administrative procedures, decision-making processes within public authorities, and interactions with government institutions — experience he actively applies when protecting the interests of private clients.
At TB Legal, Niko focuses particularly on matters where effective legal representation requires a detailed assessment of the factual circumstances, the development of a clear legal strategy, interaction with public authorities, and, where necessary, consistent representation before the courts.
II. Principal Areas of Practice
Niko Keburia’s principal areas of practice include immigration law, family and inheritance law, litigation and dispute resolution, administrative law, and real estate law.
1. Immigration Law
In the field of immigration law, Niko advises foreign nationals and businesses connected with international mobility on legal status in Georgia, residence matters, work-related immigration issues, relevant administrative procedures, and interaction with public authorities.
His practice includes the initial legal assessment of immigration matters, identification of the appropriate legal basis, preparation and review of documentation, communication with administrative authorities, and the development of further legal strategy where an application has been refused or another adverse administrative decision has been issued.
His public-sector experience is particularly valuable in immigration matters, where a successful legal outcome often depends on the proper application of substantive law together with the effective management of administrative procedures, documentation, and communication with the relevant authorities.
2. Family and Inheritance Law
Family and inheritance law represents an important area of Niko Keburia’s longstanding legal practice.
He advises and represents clients on legal matters arising from family relationships, including divorce, matrimonial property relations, division of jointly owned property, maintenance obligations, matters involving minor children, and other disputes arising from family relationships.
In the field of inheritance law, his practice includes acceptance of inheritance, determination and protection of heirs’ rights, issues relating to estate property, the relationship between testamentary and intestate succession, registration of inherited property, and disputes between heirs.
In such matters, Niko places particular emphasis on the detailed assessment of factual circumstances and supporting documentation, as the proper legal evaluation of longstanding family relationships, property arrangements, and available evidence may play a decisive role in family and inheritance disputes.
3. Litigation and Dispute Resolution
Litigation and court representation is one of Niko Keburia’s principal areas of practice.
His experience includes the legal management of civil, family, inheritance, and administrative disputes — from the initial assessment of a case and development of litigation strategy to the preparation of procedural documents and representation throughout court proceedings.
He works on the preparation of statements of claim, statements of defence, motions, and other procedural documents, as well as the legal assessment of evidence, formulation of the client’s legal position, and development of the overall litigation strategy.
Niko’s approach to litigation is based on a comprehensive factual and legal analysis of each case. For him, effective court representation begins well before the first hearing — with identifying the appropriate legal basis for a claim or defence, assessing the available evidence, identifying potential procedural risks, and structuring the client’s position in advance.
4. Administrative Law
Administrative law is an important area of Niko Keburia’s professional practice. His extensive public-sector experience has provided him with practical knowledge of the functioning of administrative authorities, administrative proceedings, and the processes through which public institutions make legal and administrative decisions.
His experience includes legal assessment of administrative matters, communication with public authorities, protection of clients’ interests in administrative proceedings, legal analysis of administrative acts and decisions, and the development of strategies for challenging adverse administrative decisions.
His professional experience within the Ministry of Economy and Sustainable Development of Georgia and the National Agency of State Property enables him to assess administrative matters from both perspectives — the interests of private individuals and businesses, as well as the legal reasoning and decision-making processes of public administration.
This experience is particularly valuable in matters where effective legal protection requires not only knowledge of the applicable legal rules but also the proper management of administrative procedures, anticipation of the authority’s position, and identification of the appropriate avenues for administrative or judicial challenge.
5. Real Estate Law
In the field of real estate law, Niko advises clients on matters relating to the acquisition and disposal of real estate, ownership rights, registration, and legal disputes arising from real estate relationships.
His practice includes assessment of the legal status of real estate, ownership and other property rights, legal review of relevant documentation, assessment of real estate-related agreements, procedures before the Public Registry and other administrative authorities, and the legal management of property disputes.
His professional experience at the National Agency of State Property provides Niko with practical knowledge of the legal and administrative processes governing property relations. This experience is particularly valuable where ownership matters intersect with administrative decisions, registration procedures, interaction with public authorities, or the risk of litigation.
When advising on real estate matters, Niko places particular emphasis on the careful review of the legal basis of ownership, registration records, and supporting documentation in order to identify potential legal risks before a transaction is completed or at an early stage of a developing dispute.
III. Public Sector Experience
A significant part of Niko Keburia’s professional experience is connected with his longstanding work within the system of the Ministry of Economy and Sustainable Development of Georgia.
He serves as a Legal Adviser at the National Agency of State Property of Georgia, where his professional responsibilities are connected with the management of state property and related legal and administrative matters.
Previously, Niko worked for several years at the Ministry of Economy and Sustainable Development of Georgia. He began his professional career at the Ministry as a legal intern, subsequently served as a Legal Specialist, and later advanced to the position of Chief Legal Specialist.
This experience provided him with practical knowledge of public administration, administrative proceedings, preparation of legal documents, and internal decision-making processes within state institutions.
Niko also cooperates with the Agency for Coordination with Medical Institutions of Abkhazia, where he provides legal support in the capacity of Senior Legal Consultant.
His experience across different public-sector positions enables him to approach administrative and court disputes from both perspectives — the client’s interests and the decision-making processes and legal reasoning of administrative authorities.
IV. Private Legal Practice and Professional Experience
Niko Keburia’s professional background also includes independent legal practice and experience working with international clients.
His work with international clients is particularly relevant to his immigration practice, where effective legal assistance often requires clear communication with foreign clients, practical explanation of the Georgian legal system, and coordination of several interconnected administrative procedures.
V. Education
Niko Keburia holds both a Bachelor of Laws (LL.B.) and a Master’s Degree in Law from Tbilisi State University.
Alongside his legal education, he has placed particular emphasis on developing managerial and business competencies. He studied Project Management at Georgian American University (GAU) and is pursuing an MBA in Business Administration and Modern Technologies at Business and Technology University (BTU).
He has also completed the Emerging Leaders School leadership programme of the Georgian Institute of Politics.
The combination of legal, managerial, and leadership education enables him to approach clients’ matters not only from the perspective of applicable legal rules, but also with a focus on practical problem-solving and effective management of legal processes.

Niko Keburia is fluent in Georgian, English, and Russian.
