IV. Public Sector and Regulatory Experience
A significant part of Giga Adamia’s professional profile is connected with the public sector, economic regulation, competition law, and public procurement. His experience across different public institutions provides him with practical insight into both the legal interests of businesses and the decision-making processes of regulatory and administrative authorities.
One of the most prominent areas of his professional experience is Energy Law and energy regulation. For more than five years, Giga Adamia worked at the Georgian National Energy and Water Supply Regulatory Commission (GNERC), initially as a Senior Legal Adviser and subsequently as Deputy Director of the Legal Department. His work covered the development of regulatory frameworks for the energy and water-supply sectors, preparation and legal assessment of Commission acts, matters involving regulated companies, litigation, monitoring compliance with regulatory requirements, and the enforcement of competition law in the energy sector. His experience in energy law extends beyond national regulatory practice and includes EU energy law, market design, unbundling, competition, and the development of energy markets.
Another important area of his public-sector experience is Competition Law. At the Georgian Competition Agency, he worked as a Senior Legal Adviser and later headed the division responsible for the detection and prevention of anticompetitive agreements. His responsibilities included investigations into restrictive practices, legal assessment of markets and the conduct of economic undertakings, competition-law enforcement, preparation of legal positions, and merger-control matters. He also participated in the preparation of amendments to Georgian competition legislation adopted in 2020.
His practical experience at the competition authority, followed by his involvement in competition-law enforcement at the energy regulator, enables Giga Adamia to assess competition matters from the perspective of both general antitrust law and sector-specific regulation. This is particularly relevant for companies operating in regulated markets, where competition rules and sectoral regulation frequently apply simultaneously.
Public Procurement also occupies an important place in his public-law practice. Giga Adamia has experience serving on a body responsible for reviewing public-procurement disputes, allowing him to approach procurement procedures from both the perspective of protecting bidders’ interests and the legal reasoning of decision-making authorities. In private practice, this experience is applied to the review of tender requirements, challenges to decisions concerning disqualification and the selection of winning bidders, legal analysis of tender documentation, and representation of clients in public-procurement disputes.
Overall, his public-sector experience encompasses regulation, administrative proceedings, competition enforcement, public procurement, litigation, and legal-policy development. In private legal practice, this background enables him to assess complex business matters not only on the basis of applicable legal rules, but also from the perspective of regulatory practice, administrative decision-making, and potential administrative or judicial disputes.
V. Private Sector Experience
Giga Adamia’s professional background also includes many years of legal work in the private sector and experience advising businesses. This enables him to assess legal matters in light of the operational, commercial, and investment needs of businesses.
For several years, he worked at Keystone Investments, a group comprising companies and investment projects operating across various sectors, including retail, agriculture, energy, and construction. During this period, Giga Adamia was responsible for the group’s legal function and provided ongoing and strategic legal support to its portfolio companies. His experience in this role included drafting and negotiating complex agreements, corporate structuring, and regulatory-compliance matters.
His work within a diversified business group involved the legal management of various commercial relationships, support for companies’ day-to-day activities, assessment of contractual risks, corporate matters, and the development of legal solutions directly connected with business operations and growth.
Giga Adamia’s private-sector experience also includes business legal advisory work at the Georgian Chamber of Commerce and Industry, where he worked on assessing legal issues faced by entrepreneurs and companies and developing practical legal solutions.
This private-sector experience complements his public and regulatory background and enables him to assess business interests simultaneously from the perspective of contractual, corporate, regulatory, administrative, and commercial risks. This approach is particularly important in projects where a business decision requires an integrated assessment of legal structuring, regulatory requirements, and potential dispute risks.

Giga Adamia is engaged in academic activities at the School of Law of Caucasus University, where he teaches various areas of private law, including contract, corporate, property, tort, and competition law, with particular emphasis on energy law. Giga Adamia is the author of a number of academic and professional publications in competition and energy law. His work addresses, among other topics, the legal function of unbundling in the energy sector, the compatibility of standardization agreements with competition law, the allocation of competition-enforcement powers between regulatory and competition authorities, State aid, and anticompetitive agreements. His publications have appeared in Georgian and international academic and professional journals.
His doctoral research examined the competition-law assessment of exclusive vertical agreements under Georgian, German, and EU law. The research drew extensively on the case law of the Court of Justice of the European Union and numerous German- and English-language academic sources and sought to develop a theoretical foundation for bringing Georgian competition law closer to European standards.
